Preheat the oven to 220 degrees celcius.
Chop the peppers in half length ways and put on a baking tray and into the oven. We used pointed peppers however bell peppers work just as well.
Boil brown rice in a pan of water.
Fry steak mince, onion, mushrooms and grated carrot. When browned add crushed garlic and chilli. Add some passata, a stock cube, mixed green herbs and a bay leaf. Simmer gently.
When the rice is cooked, drain and add it to the mince mixture. Mix well.
Take the peppers out of the oven and fill with mixture, cover with some grated cheese and put back in the oven until the cheese is melted and starts to crisp.
